I unblocked the zip file, copied it to my ACT folder, found the .dll file, reloaded act and attempted to add a plugin, but cactbot is not found. I went as far as to uninstall ACT entirely. That's not the case with cactbot. It has it's own timeline (in the plugin files) that syncs as soon as the fight starts. There's only a few things that need to be read from the log during the fight, it also calls out the mechanics a while before they happen. It's basically bigwigs for ffxiv.
